You need to excavate at least 280mm to allow for 150mm of sub-base to be laid. With block paving over any other product the sub-base must be well compacted. Then the edge to your block paving should be laid on sand and cement. Once this has set you spread sharp sand in-between your edges and compact it, then screed it flat. Then your chosen block should be laid, cut in around the edges and then kiln dried sand should be applied to the surface and compacted one final time.
